These politicians / civil servants are ignorant and naive. It is about educating people. Stating facts. Not feelings. I have two disabled sons so I have to be very clinical. My husband and I attended a woman friends 65th birthday party. The cake was wheeled in by a naked (except forvapron, bow tie and cuffs) muscled young man. He proceeded to grab the birthday girl and hoist her off her feet. Most people laughed, but we found the whole spectacle gross and demeaning. Of course it is difficult to say anything in such circumstances as you do not want to upset the host.
Yes, I can well believe it. The woman was the one being given attention by a man who seemed compromised by wearing hardly anything, but he was still the one who had power. He picked her up, regardless that she didn't invite him to and might not have wanted it. But women are in the position where they feel they have to play along not matter how much they don't want to, as you say, to avoid upsetting others.
