Does he have any assets? If so, petition for his bankruptcy. It looks like he isn't going to pay any other way. You're unlikely to get your money, nor anyone else, but hopefully bankruptcy might stop his continued vexatious litigation.
I certainly be willing to contribute to a crowdfunding to combat what he's been doing. This can't fall entirely on the shoulders of his victims. Hell, if it would help I'd be willing to be the complainant from here in the US. Think of the news angle.

He wouldn't take down footage of the Christchurch terrorist attacks when Jacinda Ardern requested it and he sure as hell won't divulge an identity if any British court wants him to.
