If I was an aspiring Russian Foreign Intelligence Service (Sluzhba vneshney razvedki Rossiyskoy Federatsii - SVR RF) Major, then I'd be recommending that the transactivisits were employed as a useful network to further SVR RF penetration of HMG and the nations CNI (Core National Infrastructure). I suspect the Chinese, Iranian and North Korean security services have thought the same.
As a body of people, TRA's aren't necessarily unique; their nearest equivalent are religious fundamentalists, like Plymouth Brethren or Northampton's former Jesus Fellowship. Of course the TRA's wouldn't have to know they were working for say, the SVR RF, and indeed Russian intelligence operative Maria Butina managed to build contacts within the right-wing US Christian fundamentalist flocks and the NRA (National Rifle Association) none of whom would normally admit to being pro-Russian (well, maybe Trump supporters).
The TRA's though offer much better opportunities for compromise. By default they will always put there cause above everything and anything else. So a Company's reputation? Easily destroyed if you have a TRA as a social media manager. Destroy editorial impartiality for a national broadcaster? No problem if you are the Senior Editor. Obtain the home addresses of all female MoD staff, and have their internal work emails monitored, regardless of seniority? Well, they could be TERFs, and they need to be monitored constantly. Obtain the latest Brimstone missile guidance drawings? Well, that will teach my manager to misgender me.
The attraction of having TRA's 'onboard' for a foreign intelligence service, is that they come pre-packed with intolerance, notably against women (particularly lesbians) gay men and, because most TRA's are white males, any ethnic minority. So plenty of ready-made excuses to promote undermining anyone perceived as a TERF, or perhaps a bit too committed to belief in the scientific method. And fostering an atmosphere of fear and destroying an organisations commitment to integrity, honesty, objectivity and impartiality has to be a worthwhile endeavour for any SVR RF senor staffer. At the very least it creates an atmosphere of fear, doubt and uncertainly, not least if the lowliest member of staff can scream 'bigot!' to anyone perceived to be anything other than fully-committed to the TRA cause.
If I was him or her (that SVR RF Major) I'd go for most the UK's State institutions. So MI5 and SIS (MI6), GCHQ, the Police Forces, the judiciary, the Armed Forces, the NHS Executive, the BBC and any other broadcasters, like Channel 4, media outlets, like The Guardian, The Independent, the GMC & BMA. Russell Group universities would be particularly attractive as TRA's performing research in convention/WMD/dual-use technology research might be egged-on to pass it on if they felt sufficiently slighted.
And the key Ministries & other HMG institutions; The Home Office, MoD, Ministry of Justice, FCO, HMRC, Department of Health & Welfare, The Treasury, The Cabinet Office, and try to do the same with the devolved governments in Wales, Northern Ireland and Scotland. Add in political parties, like The Greens, LibDems, SNP, The Conservative & Unionist Party. As many Local & County Authorities as possible, NHS Trusts & private healthcare providers like BMI, Aviva, Bupa.
Then you have power, water and gas companies, major retailers like Sainsbury's, John Lewis Partnership, Tescos, Morrison's, key manufacturers like Astra Zeneca, Ford, Jaguar Land Rover, Rolls Royce, GSK, BaE, the national airline and Virgin. Telecoms like BT, Virgin, TalkTalk, retail banks like LBG, Barclays & NatWest. Anywhere really that you could get a DEI initiative going, and perhaps an LBGTQ+ splinter group organised.
Perhaps that SVR RF Major has decided 'nah, not worth the bother'. I can't easily see that happening though. For me it's such an obvious route; a ready-made fifth column that is already notable in its provision of hundreds-of-thousands, indeed millions, of death-and-rape threats directed at its opponents, a willingness to take umbrage at even the most insignificant perceived slight (or microaggression) and in particular, a white-hot hatred directed against 51% of citizens, homosexuals, and invariably, ethnic minorities. You couldn't ask for a better structure to exploit.
